September 16, 2016 is the scheduled North American (the same region as US, Asian, or MDE) release date for Dragon Quest VII: Fragments of the Forgotten Past for the Nintendo 3DS. Our local retailers here in the Philippines will usually follow the intended release date unless unforeseen delivery or stock issues ensue. Unfortunately for Dragon Quest fans, today happens to be one of those rare cases.
We contacted Game One PH / i.TECH - Philippines and confirmed that they will not be releasing the game today. They can't promise a definite launch date but they advised us to get ready until next week. Update: DataBlitz responded with, "No word yet on this. Thank you for your kind understanding."

As an alternative, you can also purchase the digital version of the game from the Nintendo 3DS eShop for $39.99. This version comes with a free download code for a special 3DS HOME Menu theme. You will need at least 11,632 blocks or around 1.45 GB of free space in your SD or micro SD card to download it.
Dragon Quest VII: Fragments of the Forgotten Past is a 3DS remake of the PlayStation classic Dragon Warrior VII first seen in Japan more than 16 years ago. Aside from enhanced visuals and a remastered soundtrack, the 3DS version also removes random encounters in favor of visible enemy encounters. It will also showcase additional features like StreetPass elements. Additionally, Square Enix promised that the game will basically feel a brand new game with all the new writing.
