Pokemon VGC 2015 Format

All tournaments that are a part of the Pokémon Video Game Championships (VGC) will use these rules starting January 1st, 2015. As many have predicted, it will mirror the ruleset used in the ΩR/αS League Doubles ladder on Battle Spot. For those who need a refresher, that means:


Standard Ruleset

  • All matches are played in the Doubles format.
  • Pokémon above Level 50 will be brought down to 50 for the match while those below 50 will stay as is.
  • Players choose 4 of their 6 registered Pokémon after team preview.
  • Pentagon Rule: All Pokémon must have the blue pentagon on their stats page indicating they were caught, bred, or received as an official gift in Pokémon X, Y, Omega Ruby, or Alpha Sapphire.
  • Species Clause: No two Pokémon on your team can share the same Pokédex number.
  • Item Clause: No two Pokémon on your team can hold the same held item.
  • The following items are banned: Soul Dew
  • The following moves are banned: none
  • The following Pokémon are banned (all forms):

Time Limits

Guidelines for time limits have been established during various portions of the event to assist the Tournament staff in running a timely event. Players may take notes at any time during their match but must begin each match with a blank sheet.

I. Pre-game Time Limit
  • Players will be given 5 minutes to find their opponent so they can settle down for the match.
II. Match Time Limit
  • Each match will have a 15-minute limit. For example, a 2-0 match will have a maximum limit of 30 minutes while a 2-1 match will have a maximum time of 45 minutes.
III. Turn Time Limit
  • Each player is allowed a maximum of 45 seconds to execute a command for each turn.

Tiebreakers

Should the time limit expire before a player knocks out his or her opponent’s final Pokémon, the winner of the game is determined based on the criteria below.

I. Remaining Pokémon
  1. If one player has more remaining Pokémon than the other, that player wins the game.
  2. If both players have the same number of Pokémon remaining, the result of the game is determined by average percentage of HP remaining, as described below.
II. Average Percentage of HP Remaining
  1. If one player’s team has a higher average percentage of HP remaining, that player wins the game.
  2. If both players’ teams have the same average HP remaining, the result of the game is determined by amount of HP remaining, as described below.
III. Amount of Total HP Remaining
  1. If one player’s team has a higher total HP remaining, that player wins the game.
  2. If both players’ teams have the same total HP remaining, the result of the game is a tie.

Additional Rule Clarifications

Headphones
You are allowed to use headphones while playing as long as they are wired and plugged into your 3DS. The cord must be visible.

Time Limits at Premier Challenges
Due to the longer than normal timers when using the Player Search System, Premier Challenges and other tournaments where you don’t have your Battle Box locked and rules downloaded at registration can have time limits enforced manually by a judge. Time limits may also be extended if the organizer sees fit. Changes should be communicated at the beginning of the tournament alongside the number of rounds and top cut size.
